SUMMARY: Proposal Coordinator is responsible for coordinating the development and submission of world class proposals from concept through submission to the Owner. The Proposal Coordinator must identify the resources required to complete a proposal and manage the process so that Owner time frames and expectations are met.


  • Coordinate the full life cycle of proposal development process, including, scheduling, editing, writing, developing content, production and delivery of final proposal package.
  • Prepare pursuit/proposal schedules, compliance matrices, forms, quality control checks and all required proposal documents.
  • Overseeing all proposal efforts on multiple design-build, CMAR/CMGC, and P3 transportation projects
  • Helps to establish and maintain a consistent corporate image throughout all internal communication materials.
  • Coordinate and lead proposal meetings, such as strategy sessions, risk reviews and technical reviews. Prepare necessary materials to facilitate meetings.
  • Leading and facilitating kickoff, brainstorm/strategy, and review meetings, in addition to storyboarding, outlining, writing and editing proposals, project descriptions and resumes
  • Coordinate with proposal, marketing, and graphic design staff from engineering partner firms
  • Contribute to management of corporate proposal resource libraries, including resumes, project descriptions, and proposal archives.
  • Assist with maintenance of Cosential database and proposal related company history including past project information and write ups, resumes, and project photos.
  • Represents the organization in various community and related industry organizations and events
  • Assist Managers in writing and editing fact sheets, press releases and other communications materials
  • Researches and develops content for all types of communication projects including but not limited to articles, intranet copy, and internal communication materials
  • Manage client survey process and obtain feedback from projects for lessons learned to incorporate in future proposals.
  • Assist with preparation of client interviews including development of power point and Prezi presentations, graphics, animations, content development, interview team practices, setup, preparation and day of interview media.
  • This is a primarily a proposal based position. Not a marketing based position. However duties may include assisting with marketing on an as needed basis.
  • Adherence to all company policy procedures, rules, and guidelines.

  • Bachelors Degree in Communications, Business, Marketing, Civil Engineering, Construction Management, English/Technical Writing or a related degree.
  • 3-5 years of experience with construction related proposal process, preferably in highway/bridge/tunnel/rail/water treatment proposals
  • Proficiency with InDesign, Power Point, and Prezi required. Demonstration of proficiency will be required during the interview process.
  • Proficiency with Illustrator and Photoshop a plus.
  • Graphics experience desired.
  • Experience with proposal/marketing computer programs that may contribute to final proposal quality.
  • Have an excellent attention to detail and accuracy.
  • Familiar with local city, state, and federal construction related agencies
  • Strong language, grammar, and communication skills.
  • Willingness to travel and work extended hours as needed to meet deadlines.
  • Full time in office position with regular hours from 7:30am to 5pm. No telecommuting.
  • Drug screen and background check are a condition of employment.
